U.S. Passport Services

The Ridley Township Public Library and Resource Center is a passport acceptance facility for NEW passports (not renewals). Passport services are available by appointment ONLY during the following hours:

  • Monday, Tuesday, Wednesday: 11:00 AM – 12:00 PM and 3:00 PM – 7:00 PM (last appointment is 6:00 PM)
  • Thursday, Friday: 11:00 AM – 4:00 PM (last appointment is 3:00 PM)
  • Saturday: 9:00 AM – 3:00 PM (last appointment is 2:00 PM)

These hours may be affected by library holidays or other unexpected closings so please see our Holiday/Hours page or social media pages for the most up to date information.

Appointments for new passports can only be booked online or in person at the library (for a later time).  Walk in appointments will not be accepted and NO appointments will be accepted over the phone.  Appointments are released by the month. If you do not see any available appointments, check back in case of cancellations or more appointment options. Applicants must have the DS-11 form filled out with all information with the exception of the signature, which must be done in front of an agent at the Ridley Township Public Library.  Other required items are proof of U.S. citizenship, proof of identity, a passport photo, and two forms of payment for the fees. The amount paid to the Department of State varies depending on the type of service requested. Please take note that the Department of State only excepts personal checks and money orders. An execution fee of $35 per application is payable to the Ridley Township Public Library, which can be made by cash, check, Visa, or Mastercard. The execution fee is SEPARATE from the passport fee. Do not combine amounts if writing your check or money order out before coming to your appointment.

Passport photo services are available at the time of your appointment for a $15 fee.  We do not offer stand-alone photo services. Please indicate if you need a photo taken when booking your appointment.

Appointments are for one person unless it is a family with children or spouses. Please indicate if you are getting passports as a family when you make your appointment.

Please review the Passport Checklist below. All required items MUST be brought to the appointment with the exception of the photo if purchasing at the library. The DS-11 form must be completed except for the signature, and all photocopies should be already made. The appointment time does not include time for filling out forms or making photocopies. What to Bring With You:

Fill out U.S. Passport Application (DS-11)

Do not sign until requested by an agent at the Ridley Township Public LibraryAlso, do not print the application back to back. The federal government does not accept it that way.

Submit Proof of U.S. Citizenship

Submit a black and white photocopy of the front (and back, if there is printed information) of your original evidence of U.S. citizenship plus the original. (Original copies MUST be included in the application and will be returned to you by the State Department)

Primary Evidence (One of the following):

  • Previously issued, undamaged U.S. Passport
  • Certified birth certificate issued by the city, county or state, with parent(s)’ full names
  • Consular Report of Birth Abroad or Certification of Birth
  • Naturalization Certificate
  • Certificate of Citizenship

Submit Proof of Identity and a Copy (Black and White) of Proof of Identity on 8 1/2″ x 11″ Paper

Primary Evidence (One of the following):

  • Previously issued, undamaged U.S. passport
  • Naturalization Certificate
  • Valid Driver’s License (PA) (For photocopy, front and back of license should be on same page)
  • Current Government ID (city, state, or federal)
  • Current Military ID (military and dependents)

In most cases, a Non-Driver’s License Photo ID will not be accepted as a primary proof of identification, please see the above Proof of Identity link for more information.

Submit One Color Passport Photo, 2×2 inches in size

Passport photo services are available at the time of your appointment for a $15 fee.  We do not offer stand-alone photo services.

  • Taken within the past 6 months, showing current appearance
  • Full face, front view with a plain white or off white background
  • Between 1 inch and 1 3/8 inches from the bottom of the chin to the top of the head
  • Taken in normal street attire; camouflage and uniforms are not permitted

Pay Passport Fees

Application Fee: Check or money order payable to U.S. Department of State 

DO NOT PREWRITE CHECKS. Checks should be completed with the agent during your appointment. If you need to prewrite a check or purchase a money order, please speak with an agent first.

  • Adult (age 16 and up): Passport book is $130 and passport card is $30
  • Minor (age 15 and younger): Passport book is $100 and passport card is $15
  • Expedited service fee is $60, in addition to the application fee (expedited service can take up to 3 weeks instead of the normal 8 weeks)
  • 1-2 day return delivery available for an extra fee of $19.53

Processing Fee: (This is a separate fee!  Please do not add this fee to your check or money order to the Department of State!)

  • $35 per application. Cash, check made payable to Ridley Township Public Library, or Visa and Mastercard accepted

Photo Fee (if needed): (This is also a separate fee!)

  • $15 per person. Cash, check made payable to Ridley Township Public Library, or Visa and Mastercard accepted

Applicants Under Age 16

  • Applicants 15 and younger must have BOTH parents/legal guardians present. If only one parent/guardian can appear, a notarized form DS-3053 must be submitted with application. We will also need a photocopy of both sides of the non-attending parent’s ID (on same page). If only one parent/guardian is legally responsible, a certified proof of sole custody must be submitted.
  • State issued birth certificate is REQUIRED for all children.

Passport Renewals

If you were 16 years of age or older when you got your passport or it has been less than 15 years since you were issued your last expired passport, you can renew it on your own online  by using Form DS-82. We do NOT process passport renewals at this library. If you were under 16 years of age when you got your passport and/or it’s been expired for more than 15 years, you will need to make an appointment for a new passport.
